Tanathi Water Works Development Agency (TAWWDA) is a State Corporation under the Ministry of Water & Sanitation and Irrigation created under section 68 of the Water Act 2016 and established vide Kenya Gazette Supplement No.59, Legal Notice No.28 of 26th April 2019. It covers four counties which include: - Kitui, Machakos, Makueni and Kajiado.

TAWWDA was established to undertake the development, maintenance and management of National public water works within its area of jurisdiction; Operate the water works and provide water services as a water service provider, until such a time as responsibility for the operation and management of the water works are handed over to a County Government, Joint Committee, authority of County Governments or water services provider within whose area of jurisdiction or supply the water works is located; Provide reserve capacity for purposes of providing water services where pursuant to Section 103, the regulatory Board orders the transfer of water services functions from a defaulting water services provider to another licensee; Provide technical services and capacity building to such County Governments and water services providers within its area as may be requested and provide to the Cabinet Secretary technical support in the discharge of his or her functions under the Constitution of Kenya and the Water Act 2016.




The Board of Directors for Tanathi Water Works Development Agency are seeking to recruit dynamic, exceptional and visionary leader with good professional and ethical standing to fill the position of the Chief Executive Officer. The successful candidate will execute the mandate of the Agency.

He/she will be reporting to the Board of Directors and be responsible for overseeing all the strategic, operational and financial performance of the organization through effective management.

The successful candidate will be appointed on a contract of three (3) years renewable once for a similar period of time subject to satisfactorily performance and delivery of set performance targets and outcomes set and evaluated by the Board.


Key Responsibilities

  1. Provide strategic direction and leadership in line with the Tanathi Water Works Development Agency’s strategic plan;
  2. Oversee implementation of corporate business plan and strategies based on the Agency’s business philosophy, mission, vision and core values;
  3. Undertake prudent financial management and investment mandates by ensuring sound policies and practices are adopted for optimal utilization and returns;
  4. Oversee optimal and effective operations of the Agency’s water infrastructure;
  5. Develop and engage effective leadership teams to ensure excellent performance and effective succession planning at the Agency;
  6. Develop and strengthen networks and partnerships with the government, development partners and private sector to spearhead fundraising for project implementation and sustainability; and
  7. Foster a conducive corporate culture that promotes strong ethical practices, good governance, employee productivity and compliance with applicable legal and regulatory requirements as stipulated in Mwongozo.


Qualifications and Work Experience

  1. A Citizen of Kenya with a Bachelor’s degree in Engineering, Business Administration/Commerce, Management, Project Management, or any other related field thereto from a University/Institution recognized in Kenya.
  2. A Master’s degree in a relevant field from a University/Institution recognized in Kenya.
  3. Registration with relevant recognized professional registration body or association (if any) and be in good standing.
  4. Have at least fifteen (15) years’ experience in project development oriented establishment/s preferably in the infrastructure or water sectors, at least five (5) of which must be in a senior management position.
  5. Sound knowledge and application of, among others, Public Finance Management and Public Procurement Procedures in line with Public Finance Management Act 2012 and Public Procurement and Asset Disposal Act 2015 and its regulations respectively.
  6. Knowledge of water management issues, reforms and mobilization of funds.


Personal Competencies

  1. Strong visionary leadership and negotiation skills with capacity to engage with local, regional and international organizations;
  2. Conversant with GoK, donor funded projects and familiarity with water sector management;
  3. Strategic thinker with good commercial acumen and ability to identify economic opportunities in changing environment and to capital on them;
  4. Demonstrate competence in steering implementation of large scale water projects;
  5. Familiarity with reforms in the public sector and commercial settings;
  6. Track history of creativity, innovation, self-drive, result orientation and ability to handle a public organization;
  7. Be conversant with various investment models including public private partnerships and build operate transfer among others;
  8. A demonstrated adaptability to drive change and transformation, with proven capability of quickly assessing complex situations, generating astute, practical and pragmatic solutions, generating plans of action and addressing problems;
  9. Excellent communication and presentation skills, strong interpersonal, analytical, organizational and team capacities and high professional ethical standing; and
  10. Should be experienced in steering and managing an organization and related staff welfare matters.





The Manager, Strategy, Compliance and Corporate Communication, Job Grade TAWWDA 3, is answerable to the Chief Manager, Corporate Services for Corporate Planning & Strategy, Compliance, Risk Management & Quality Control and Corporate Communication.

The successful candidate will be appointed on a contract of five (5) years renewable once for a similar period of time subject to satisfactorily performance and delivery of set performance targets and outcomes set and evaluated by the Board.


Key Responsibilities

  1. Coordinating and reviewing the Agency’s Strategic Plan and ensuring that it is consistent with national plans;
  2. Approving  Medium Term Expenditure Framework (MTEF) in liaison with other departments;
  3. Approving research proposals;
  4. Coordinating socio-economic studies on TAWWDA;
  5. Co-ordinating the preparation and implementation of the organisation performance contract;
  6. Conducting prefeasibility and feasibility studies for programmes and projects;
  7. Promoting and creating a culture of innovation in TAWWDA;
  8. Monitoring, evaluating and reporting on the implementation of Agency programmes, projects and activities
  9. Quality assurance of the Authority products and services and maintenance of the Quality Management System in accordance with the applicable Standard;
  10. Carry out internal audits and follow-up audits; 
  11. Prepare and monitor implementation of annual budgets for resource allocation and control;
  12. Coordinating the preparation of speeches, media briefs and TAWWDA’s newsletters; 
  13. Sourcing for appropriate media to disseminate information on activities of the TAWDDA; and 
  14. Ensuring appropriate feedback mechanisms are in place.





Required Education, Experience, Skills and Competencies

The candidate must:-

  1. Have served in the grade of Principal Economist/ Principal Compliance and Risk Management Officer or in a relevant and comparable position for a minimum period of three (3) years;
  2. Have Bachelor’s degree in any of the following disciplines:- Economics, Mathematics, Statistics or its equivalent qualification from a University/Institution recognized in Kenya;   
  3. Have Master’s degree in any of the following disciplines:-  Economics, Mathematics, Statistics, Business Administration or its equivalent qualification from a University/Institution recognized in Kenya;  
  4. Have attended a Leadership Course not lasting less than four (4)weeks from a recognized institution;
  5. Have Proficiency in computer applications skills;
  6. Have demonstrated profession competence and administrative ability as reflected in work performance and results; and

vii. Meets the provision of Chapter Six of the Constitution.
