Tanathi Water Services Board, is a state corporation under the Ministry of Water and Irrigation
created under section 51 of the Water Act 2002 vide legal Notice No.69 dated 4th June 2008. The
board has the legal mandate of ensuring efficient and economical provision of water services
within its area of jurisdiction which covers Kajiado, Makueni Machakos and Kitui Counties. The
Board is now seeking to recruit a suitable candidates to fill the following positions.

 

LEGAL OFFICER
Duties and Responsibilities
Duties and responsibilities at this level will entail:-

i. Preparing contracts and agreements for the Board and WSPs;
ii. Attending court hearings;
iii. Collecting and collating data on legal matters;
iv. Preparing sound legal advisory opinions;
v. Preparing legal reports; and handling legal concerns from the clients.
Requirements for the Appointment
For appointment to this grade, a candidate must have:-
(i) Served in the grade of Assistant Legal Officer or in a relevant and comparable position for a
minimum period of three (3) years;
(ii) Bachelor of Laws degree from a recognized institution;
(iii) Postgraduate Diploma in Legal Studies from the Council of Legal Education;
(iv) Certificate in computer applications; and
(v) Shown merit and ability as reflected in work performance.

STRATEGIC PLANNER
Duties and Responsibilities
Duties and responsibilities will entail:-

i. preparing annual plans for the Board and WSPs;
ii. collecting, collating and analyzing statistical data on the planned programmes; implementing
the Board’s plans and programmes;
iii. aligning WSPs and donor programmes to the overall Board mandate;
iv. preparing and tracking the implementation of Strategic Plan;
v. preparing and tracking the performance contract;
vi. monitoring and evaluating the implementation of the Board’s plans and projects;
vii. and preparing quarterly and annual reports.
Requirements for Appointment
For appointment to this grade a candidate must have:-
(i) Served in the grade of Planner II or in a relevant and comparable position for a minimum
period of three (3) years;
(ii) Bachelor’s degree in any of the following disciplines:- Economics, Mathematics, Statistics,
Administration or its equivalent qualification from a recognized institution;
(iii) Certificate in Management Course lasting not less than four (4) weeks from a recognized
institution;
(iv) Certificate in computer application; and
(v) Shown merit and ability as reflected in work performance and results.

INTERNAL AUDITOR
Duties and Responsibilities
Duties and responsibilities will entail:-

i. verifying utilization of Board’s resources;
ii. carrying out audit checks to verify payments; ensuring validity and accuracy of payments
and purchases;
iii. implementing financial and resource use policies and regulations;
iv. developing internal audit control systems;
v. undertaking audit investigations as may be required;
vi. Preparing audit plans and reports; and following up on implementation of recommendations.
Requirements for Appointment
For appointment to this grade, a candidate must have:-
(i) Served in the grade of Internal Auditor II or in a relevant and comparable position for a
minimum period of three (3) years;
(ii) Bachelors degree in any of the following disciplines:- Commerce, (Accounting/Finance)
Finance, or its equivalent qualification from a recognized institution;
(iii) Part II of the Certified Public Accountant (CPA);
(iv) Certificate in computer applications; and
(v) Shown merit and ability as reflected in work performance and results.

TANATHI WATER SERVICES BOARD

Introduction

TANATHI Water Services Board (herein after referred to as ‘TAWSB’) is a State Corporation under the Ministry of Water and Irrigation created under Section 51 of the Water Act, 2002 vide Legal Notice No. 69 dated 4th June, 2008. TAWSB is one of the eight Water Services Boards created to bring about efficiency, economy and sustainability in the Provision of Water and Sewerage Services in Kenya.

TAWSB has the mandate of ensuring efficient and economical provision of water and sewerage services in its area of jurisdiction which covers four Counties namely; Kitui, Machakos, Makueni and Kajiado.

 

The Board is seeking to recruit a suitable self driven, result oriented and highly qualified candidate to fill the position of the:

 

LEGAL & CORPORATE AFFAIRS MANAGER (1POST)–WSB SCALE 3.

 

a) Duties and Responsibilities

Reporting to the Chief Executive Officer, the position holder will be responsible for the following duties:-

  • Provide guidance to the Board on their duties and responsibilities and on matters of governance
  • Assist the Board in carrying out the following:

i. Board induction and training

ii. Updating the Board and Committee charters

iii. Preparation of Board work plans

iv. Board evaluation

v. Governance audit

vi. Implementation of the code of conduct and ethics

  • Ensure timely preparation and circulation of Board and committee papers
  • Ensure timely circulation of Board and committee minutes
  • Be the custodian of the seal of the organization and account to the board for its use
  • Maintain and update the register of conflicts of interest
  • Ensure that Board members are aware of all relevant laws affecting the organization
  • Facilitate effective communication between the organization and the shareholders
  • Ensure that annual returns are promptly filed with relevant authorities
  • Except in exceptional circumstances, ensure that Board and committee papers are circulate in advance of any meeting
  • To advise on legal and regulatory matters, constitution of the Board and stakeholders meetings
  • To coordinate all legal undertakings

b) Requirements for Appointment

  • Master degree in laws from a recognized institution will be an added advantage
  • Postgraduate diploma in legal studies from the council of legal education
  • Bachelor degree in laws from a recognized institution
  • Be a registered member with the Institute of Certified Public Secretaries of Kenya (ICPSK) in good standing
  • A minimum of seven (7) years’ relevant working experience, three (3) of them at a managerial level with relevant responsibility in an organization serving a large and demanding public
  • Certificate in Strategic Leadership Development Programme lasting not less than four (4) weeks from a recognized institution;
  • Certificate in relevant computer applications
  • Demonstration of professional competence and administrative capability in work performance and results
  • Ability to work under minimum supervision

1. Office Assistant -1post
Job Grade: WSB 9
Location: TAWSB headquarters, Kitui
Terms of Employment: six (6) months contract (renewable)

The main purpose for the job is to maintain general cleanliness of the offices and the Board’s compound. Key duties & responsibilities entail:-
i. Cleaning offices, machines/equipment/apparatus;
ii. Maintenance of general cleanliness around the offices by collection and disposal of litter;
iii. Collecting and disposing waste including papers and ensure general proper sanitation;
iv. Dusting the office and ensuring habitable office conditions;
v. Moving or carrying office equipment, furniture and ensuring orderly arrangement;
vi. Dispatching letters and files; and
vii. Performing general gardening including landscaping, lawn scarping, cutting grass, weeding, and pruning.

For appointment to this grade, a candidate must have:-

a) Kenya Certificate of Secondary Education (KCSE) mean grade D;
b) Certificate in computer proficiency from a recognized institution;
c) A valid Police Clearance Certificate (Certificate of Good Conduct) from Directorate of Criminal Investigations;
d) Copy of National Identity Card; and
e) Copy of PIN certificate from Kenya Revenue Authority;

MANAGER, STRATEGY, COMPLIANCE AND CORPORATE COMUNICATION, JOB GRADE TAWWDA 3 – 1 POST

 

The Manager, Strategy, Compliance and Corporate Communication, Job Grade TAWWDA 3, is answerable to the Chief Manager, Corporate Services for Corporate Planning & Strategy, Compliance, Risk Management & Quality Control and Corporate Communication.

 

The successful candidate will be employed in this position on a permanent and pensionable basis.

 

Key Responsibilities

 

  1. Coordinating and reviewing the Board’s Strategic Plan and ensuring that it is consistent with national plans;
  2. Approving  Medium Term Expenditure Framework (MTEF) in liaison with other departments;
  3. Approving research proposals;
  4. Coordinating socio-economic studies on TAWWDA;
  5. Co-ordinating the preparation and implementation of the organisation performance contract;
  6. Conducting prefeasibility and feasibility studies for programmes and projects;
  7. Promoting and creating a culture of innovation in TAWWDA;
  8. Monitoring, evaluating and reporting on the implementation of Board programmes, projects and activities
  9. Quality assurance of the Authority products and services and maintenance of the Quality Management System in accordance with the applicable Standard;
  10. Carry out internal audits and follow-up audits; 
  11. Prepare and monitor implementation of annual budgets for resource allocation and control;
  12. Coordinating the preparation of speeches, media briefs and TAWWDA’s newsletters; 
  13. Sourcing for appropriate media to disseminate information on activities of the TAWDDA; and

  1. Have served in the grade of Principal Economist/ Principal Compliance and Risk Management Officer or in a relevant and comparable position for a minimum period of three (3) years;
  2. Have Bachelor’s degree in any of the following disciplines:- Economics, Mathematics, Statistics or its equivalent qualification from a recognized institution;   
  3. Have Master’s degree in any of the following disciplines:-  Economics, Mathematics, Statistics, Business Administration or its equivalent qualification from a recognized institution;  
  4. Have attended a Leadership Course not lasting less than four (4)weeks from a recognized institution;
  5. Have Proficiency in computer applications skills;
  6. Have demonstrated profession competence and administrative ability as reflected in work performance and results; and

Senior Human Resource Management Officer, Job Grade TAWWDA 5, reports to the Manager, Human Resources Management and Administration.

 

The successful candidate will be employed in this position on a permanent and pensionable basis.

 

 

 

Key Responsibilities

 

  1. Analyzing staffing levels and making proposals for succession planning; analyzing utilization of Human Resources and advising on proper deployment; 
  2. Monitoring implementation of human resource management and administration policies, rules and regulations; 
  3. Managing the payroll;
  4. Analyzing staff career guidelines and making proposals for career development; 
  5. Interpreting and implementing human resource and administration  regulations;

Senior Engineer, Job Grade TAWWDA 5, reports to the Superintendent Engineer.

Key Responsibilities

 

  1.  Development of the  Work plan and budget;
    1. Prepare monthly, quarterly and annual sectional reports;
    2. Implementation of the performance management system in the section;

    5. Identify water and sewerage projects   including those sponsored by development partners;

  1. Have served in the grade of Engineer or in a relevant and comparable position for a minimum period of three (3) years;
  2. Have Bachelor’s Degree in Water Engineering, Civil Engineering, Structural Engineering or its equivalent qualification from a recognized institution;
  3. Be registered by the Engineers Board of Kenya (EBK) as a Professional Engineer;

 

OR

 

Be registered by Kenya Engineering Technology Board as a Professional Engineering Technologist (KETRB); 

 

  1. Have Certificate in Supervisory Skills Course lasting not less than two (2) weeks from a recognized institution;
  2. Be proficient in computer applications skills;
